Barbara E. Neer , 83, formerly of East Moline, IL, passed away Friday September 19, 2025, at MercyOne-Genesis, Silvis, IL.

A memorial service will be held 3:00pm Thursday, September 25th, at Van Hoe Funeral Home, East Moline, with visitation one hour prior to services. Memorials may be made to the American Heart Association or the American Diabetes Association.

Barbara was born September 19, 1942, in Erie, Illinois, a daughter to Clarence E. and Juanita G. (Cooke) Francis. She married Gerald "Jerry" Neer on May 25, 2006, in Rock Island, IL. He preceded her in death on September 3, 2010.

Barbara enjoyed cross stitching, crocheting, sewing, playing cards and games with family. She had a strong faith in God.

Those left to cherish her memory are her son, David W. Hull, Moline, IL; daughter and son-in-law, Debra A. (Michael) Jordan, Illinois City, IL; grandchildren, Amanda M. (William) Little and Angela M. (Ryan) Gordon; great-grandchildren, Gracie M. Little, Samuel K. Gordon, and Katelyn I. Gordon; brother and sister-in-law, Dwight (Connie) Francis, Geneseo; special niece, Lisa (Keith) Jordan; and numerous other nieces, nephews, and other family.

Barbara was preceded in death by her husband, Jerry; parents, Clarence and Juanita; brothers, Richard, Robert, Rodney, and Eugene Francis; and sisters, Norlene Sackett and Sheila Krantz.
