Billy C. Foiles, 86, of Orangevale, CA, passed away Tuesday, June 10, 2014, at his home. Graveside services will be held Wednesday in Orangevale. In lieu of flowers, memorials may be made to UC Davis Hospice. Online condolences may be left for the family at www.vanhoe.com
