Obituary

Funeral services for Ms. Luise M. DeCapp, 91, of Sarasota, FL, formerly of East Moline, will be on 10:00AM Saturday at St Mary's Catholic Church in East Moline. Burial will be in St. Mary's Cemetery, East Moline. Visitation will be 4:00-7:00PM Friday at the Van Hoe Funeral Home Ltd., East Moline, where a rosary will be recited at 6:30PM. Ms. DeCapp died February 16, 2009 in Sarasota, FL. Memorials may be made to the family. Luise "Lu" DeCapp was born July 21, 1917 in East Moline, IL, the daughter of Henry and Zulma (DeBraebander) DeCapp. She attended St Mary's Catholic School and East Moline High School (UTHS). She worked at a number of jobs through her life, including in her father's tavern, mother's grocery, Buddy L Toys, the East Moline State Hospital, and a School cafeteria in FL. "Lu" inherited and operated DeCapp's Tavern in East Moline that her father had established when he emigrated from Belgium. At one time she was president of the tavern owners association. She was the first female in the state of Illinois to be the Charge of a male maximum security unit and worked at the hospital for 20 years finishing as a Psychiatric Aid IV and was a Union Steward. Luise actively supported her community. Her interests included the involvement of Hispanic, African American and other minorities in the political life of their community. This was a legacy from her father who worked with Belgian and other minority groups. Lu's services in the Democratic Party lead her to be elected Democratic Precinct Committee Woman. She actively supported the American Legion and Veterans of Foreign Wars as well as sending packages to service men and women around the world. The number of "adopted" "sons & daughters" she cared for and "raised" is only known by that lucky number. Luise had been a horse rider, hunter, enjoyed her convertible cars and boating, and in later life she enjoyed playing BINGO, controlling an impressive number of boards at one time. When she retired in the 1970s and moved to FL she continued to enjoy life. She was known to call her extended family in the north especially during our winter storms noting she was just going over to the pool or Jacuzzi and we were welcome to visit, which we often did. Luise was involved with her community in Sarasota. There were the morning coffee and rolls with "the group", bingo at the Windward Isle Clubhouse, time with friends at Orange Acres Park, and Incarnation Catholic Church. She would lift her great purse and "do de do de do" off we would go to some event, the beach or to visit friends. Luise is survived by her daughter, Frances Ann Karr (McNeal) raised in Hampton and residing in FL with her husband Tom Karr and Luise's son, George H. McNeal "Mac" residing in East Moline, IL., with his wife Joanne. She was grandmother to: Dominique Barnes (NC), Ginger Gobbo (CO); Neal D., Megan L., George C, and Mattie A McNeal of East Moline, IL; Kathleen and Se'an. She was also great grandmother to 3 grandchildren including Sidney Barnes (NC). As "Aunt Lu" Luise is also survived by the children of her sisters, the nieces and nephews who were important to her. She was preceded in death by her parents, sisters, Bertha Donahue, Frances Hyland, Annie Randolph, Alice DeClercq, and Anna (died age 2) and infant brother Paul. Luise enjoyed her family, friends, and her work. She will be remembered best if we live life to the fullest and care for others as she did.
