Richard was born on May 25, 1921, in Chicago, the son of Martin and Frances (Chojnacki) Wagner. The family name was "Ojczenasz" prior to immigrating to the United States. He graduated with a mechanical engineering degree from Iowa State University. During World War II, Richard served in the highly-decorated 23rd Photo Reconnaissance Squadron of the U.S. Army Air Corps. The work of the 23rd served all branches of the U.S. Armed Forces, and as General Hap Arnold boldly stated, "Photo Reconnaissance does not win battles, it wins wars." Master Sergeant Richard F. Wagner was honorably discharged on August 27, 1945, with the Bronze Star, European African-Middle Eastern Campaign Medal, 10 Battle Stars and the World War II Victory Medal. Mr. Wagner retired as a supervisor engineer of the Engineering Plans and Services Division in the Facilities Engineering Office at the Rock Island Arsenal. Richard enjoyed photography, researching his family's genealogy and travel. He also found joy in gardening, reading and music. Survivors include a sister, Lorraine Cronkleton; brother, Martin Wagner Jr.; and several nieces and nephews, including his niece, Regina "Reggie" Wagner, who will keep his memory alive through her many fond memories. Richard is preceded in death by his parents and sister, Delores Bullock.
